What’s JAIDA? – アフリカ・インフラ協議会（JAIDA）とは？

After the “TICAD Ⅵ Africa-Japan Public-Private Conference for High-Quality Infrastructure” (August 26th-27th, 2016), the “Japan-Africa Infrastructure Development Association (JAIDA)” was established in September 2016.
JAIDA aims to continuously and actively provide information about Japanese technologies and experiences of “Quality Infrastructure” to African countries, and build and promote relationship with public and private sectors both in Africa and Japan.

2016年8月に開催されたTICAD Ⅵ（ケニアにて開催）を契機として、我が国の提唱する「質の高いインフラ投資」を促進するため、2016年9月に本邦インフラ関連企業を中心として設立された会議体(JAIDA)です。アフリカ各国との官民インフラ会議への参画を促進し、我が国の「質の高いインフラ」を支える技術や経験等を積極的に情報発信すること、相手国との関係構築を図ること、並びにインフラ案件の発掘及び形成を官民連携して促進することを目的としています。

Achievements – これまでの実績

As of 1st April, 2023, “Quality Infrastructure Conferences” (ministerial level) have been held in 14 African countries (Cameroon,Cote d’Ivoire, Ethiopia, Ghana, Kenya, Madagascar, Morocco, Mozambique, Nigeria, Senegal, Tanzania, Tunisia, Uganda and Zambia).
A total of more than 100 member companies of JAIDA participated in the conference and are working to build relationships with each country.
JAIDA also provides information of “Quality Infrastructure” by holding “City tours” (site tours) for African embassies in Japan and international students from African countries.

これまで、アフリカ14ヶ国（カメルーン、コートジボワール、エチオピア、ガーナ、ケニア、マダガスカル、モロッコ、モザンビーク、ナイジェリア、セネガル、タンザニア、チュニジア、ウガンダ、ザンビア）において「官民インフラ会議」（閣僚級）を開催し、JAIDAから延べ100社以上の会員企業が参加しました。各セッションでのプレゼンやビジネスマッチングを通じて各国との関係構築が図られています。
また、アフリカ在京大使館やアフリカ各国留学生向けに、シティ・ツアー（現場見学会）及び意見交換会を開催し、「質の高いインフラ」に関する情報発信を行う機会を提供しています。

What’s the Japanese “Quality Infrastructure” ? – 我が国が考える「質の高いインフラ」とは

“Quality infrastructure” consists of “resilience” against natural disasters and other risks, “inclusivity,” leaving no one behind, and “sustainability,” taking into account its impact on society and the environment. In order to achieve quality infrastructure investment, the “G20 Principles for Quality Infrastructure Investment” was drafted in the G20 process in 2019, and endorsed at the Osaka Summit in June of the same year. These principles include the following.

「質の高いインフラ」とは、自然災害などに対する「強靭性」、誰ひとり取り残されないという「包摂性」、社会や環境への影響にも配慮した「持続可能性」を有するものです。質の高いインフラ投資を実現するために2019年のG20プロセスで「質の高いインフラ投資に関するG20原則」が作成され、同年6月の大阪サミットで承認されました。この原則には、以下のものが含まれます。

Openness and Transparency
開放性・透明性

Openness and transparency of procurement should be secured to ensure that infrastructure projects are value for money. From the viewpoint of achieving inclusive growth, the management of infrastructure after construction should be transparent and all users should have equal access to it.

インフラ・プロジェクトが価格に見合った価値(value for money)を提供できるよう、インフラの調達に際し、開放性・透明性を確保する。また、包摂的成長を実現する観点から、完成後のインフラが、透明性をもって運営され、全ての利用者が平等にアクセス可能（開放性）とする。

Economic Efficiency in view of Life-Cycle Cost
ライフサイクルコストを考慮した経済性

To achieve sustainable growth, economic efficiency should be ensured by taking full account of the economic and social impacts and cost-benefit performance. Besides the initial investment on the infrastructure construction, the total cost over its life-cycle should also be considered, including its management as well as its operation and maintenance (O&M), resilience to natural disasters, environmental considerations, etc.

持続可能な成長を確保する観点から、経済社会的インパクトや費用対効果を十分に考慮し、経済性を確保する。その際、インフラ建設の初期投資のみならず、その運営や維持・管理、自然災害へのレジリエンス、環境への配慮等を含めたライフサイクルを通じた全体的なコストを考慮する。

Debt Sustainability
債務持続可能性

In addition to project-level financial sustainability, the macro-level debt sustainability of countries where projects are operated should also be considered in a transparent manner.

プロジェクトレベルの財務面での持続性に加えて、プロジェクト実施国のマクロレベルでの債務持続性が透明性のある形で考慮されている。

JAIDA has entities from various industries, not only domestic infrastructure-related companies such as construction, engineering, manufacturing, consulting, and surveying but also trading companies, financial institutions and so on.
As of 1st April, 2023, the number of entities is 191.
